What the record shows

  • Target
    3 Apr 2026
The planned sequence was to finish investor selection by June 2026, complete the feasibility study and negotiate the power price and PPA from mid-2026 to mid-2027, arrange finance, clear the site and select an EPC contractor in 2027–2028, and build in 2028–2031. VIRO found no report that an investor has been selected.
  • Reported
    3 Apr 2026
Reported obstacles for LNG power generally: the electricity-price mechanism and minimum contracted output in the PPA, raising debt as international lenders grow cautious on fossil projects, and LNG price and exchange-rate volatility. Of 15 LNG plants planned to operate in 2025–2030, only Nhơn Trạch 3 and 4 were complete at the time of reporting.
  • Fact
    24 Mar 2026
Decision 1702/QĐ-UBND of 24 March 2026 approved the investment policy: about 1,500 MW, preliminary investment of VND 39,867 billion (about US$1.6 billion) at 20% equity and 80% debt, a 50-year operating period and a target of commercial operation in June 2031.
  • Fact
    24 Mar 2026
The 42.56 ha site includes 12 ha of protective forest land. The investment-policy decision states that if the project cannot meet the conditions for converting forest land, the competent authority may consider terminating it.
