    HCMC set up the feasibility-study appraisal council on 28 July 2026, which appraises the study under the PPP law. At that point the city targeted a groundbreaking around 2 September 2026 and operation in 2030. VIRO found no report that the groundbreaking took place.

    The line is about 47.7 km through HCMC and Đồng Nai, designed with 18 stations (2 underground, 16 elevated); HCMC proposed building 14 of them first. Preliminary investment is about VND 175 trillion and more than 144 ha must be recovered, with compensation split into a separate component project funded by HCMC and Đồng Nai.
